Incident Commander's Luncheon


Operational Psychology


At this year’s MSTOA IC Luncheon we have a bonus guest speaker, Lieutenant Commander Matthew Schumacher, PhD, USN who will be sharing lessons learned in optimal performance and resiliency in special operations and special tactics units. LCDR Schumacher has a decade of experience in Military and Operational Psychology including deployments to Africa, Afghanistan and Iraq. He will discuss his extensive first hand experience as embedded operational psychologist with Marine Corps Special Operations Command (MARSOC) including operational response to combat exposure, disasters, psychiatric emergencies, support to special operations in a tactical environment, and assessment and selection considerations for special tactics teams.

 

In addition to MARSOC and Naval Special Warfare, he has worked with special units of USASOC, LAPD, DIA, CIA, NSA and the FBI, and is qualified to support High Value Detainee Interrogations (HIG). He holds advanced degrees from The University of Chicago and Northern Illinois University, is formerly faculty at the Uniformed Services University of the Health Sciences, and was a researcher at Stanford School of Medicine. He completed advanced post-doctoral training in Operational Psychology at DIA.

 

His brief discussion at our luncheon will focus on sustaining and enhancing our operators while ensuring they have the tools and resiliency to keep completing the mission

Big Bear Debrief - Billings PD


Billings Police will be leading a Tactical Debrief into the Armed Standoff in the Billings Big Bear store that occurred November, 2017.  Debrief will be led by Billings SWAT on-scene Team Leader, SGT Brandon Wooley along with other Team Members.  Topics of discussion will consist of: Timeline of Events, On-scene Decision-Making and Risk Management, SWAT Debrief, and a summary of the large-scale investigation.  Only Sworn Law Enforcement will be allowed to attend.

Stress Management Program - Great Falls PD


The Great Falls Police Department has developed a comprehensive approach to stress management for staff throughout the agency.  Born by crisis, the program developed rapidly and continues to expand.  While it is centered on maintaining sound mental health of officers, it also involves physical health and physical fitness components.  The purpose of this presentation is to show administrative and leadership staff how we realized the need for the program, developed the components, and will continue to expand in the future.


Instructor - Sergeant Rob Beall


Rob Beall has been with the Great Falls Police Department for 16 years.  After starting at the ripe old age of 19, he has worked in the Support Services, Investigative, and Patrol Bureaus, and is currently assigned to the Investigations Bureau as a Sergeant.  He currently oversees the Special Victim’s Unit, the School Resource Officer Program, and is a team leader on the department’s High Risk Unit.  He has been involved with many different special units and assignments in the department, including the Peer Support and Stress Management Programs since their early development.  No stranger to traumatic and cumulative stress himself, Rob diligently works to help others as they work through both personal and professional struggles.
