Course description
· Exterior Tactics. Emplacement of Isolation and Containment near to far along direction of travel. Exterior sectors of fire.
· Call-Out procedures. Approach to breach. Roles and responsibilities during call-out. Tactical questioning.
· Minimize risk to force: Tools before Bodies
· Minimize exposure to threats.
· Exploit angles for Law Enforcement. Minimize or deny threat angles for Subject(s).
· Maximize Cover and Concealment.
· Operational speed based on threat and terrain.
· Time + Distance = Better decisions, provides opportunities to de-escalate.

Dave Tanner
On 12/31/2022, Mr. Tanner retired after 24 years in the FBI, the last 21 spent on the FBI’s Elite Hostage Rescue Team (HRT) located at Quantico, Virginia. Mr. Tanner continues to serve in retirement as the Senior Tactical Instructor for the FBI’s Hostage Rescue Team and for the FBI’s National Tactical Training Unit providing core skills training for HRT’s New Operators and core skills training for each of HRT’s operational units as well as tactical training for the FBI’s fifty-six regional SWAT teams.
During his time on the FBI’s Hostage Rescue Team, he held every operational position from senior team leader, sniper team leader, assault team leader, assistant sniper team leader, assistant assault team leader, breacher, medic and communicator. Mr. Tanner is certified as an FBI Firearms Instructor, FBI Defensive Tactics Instructor, FBI Tactical Instructor and ALERRT Active Shooter Instructor.
In support of the Global War on Terror he deployed overseas with Department of Defense special mission units eleven times. Mr. Tanner took part in numerous direct-action raids in pursuit of high value targets overseas, multiple Protective Security Details in non/semi-permissive environments such as Iraq, Afghanistan, Somalia, Libya, Uganda, Kenya, Tunisia, Colombia and Mexico. In addition, he participated in two hostage rescues while overseas.
Domestically he deployed on high-risk search warrants, high risk arrest warrants, barricaded subjects, rural man hunt operations, operations targeting cartels on the southwest border, protective service details and multiple hostage rescues. During his career with the FBI, Mr. Tanner was awarded the FBI Medal for Meritorious Achievement, the FBI Shield of Bravery, the FBI Medal of Valor and the Joint Civilian Service Commendation Award and Medal from the United States Department of Defense which stated, “SA Tanner demonstrated an extraordinary ability to operate in the most uncertain and fluid combat environments.”
Currently, Mr. Tanner owns and operates Tribe Tactical Training Group providing tactical training to State, Local and Federal law enforcement organizations. The training he offers includes Tactical Firearms, High Risk Warrant Service, Law Enforcement Clears, Hostage Rescue Close Quarters Battle, Felony Car Stops, Mobile Assaults, Tubular Assaults (Bus/Train/Aircraft), Low/No Light Tactical Operations Utilizing White Light or Night Vision Goggles, Rural Patrolling/Manhunt Operations, Low Visibility (plain clothes) Operations, Tactical Surveillance and Interdiction, Tactical Team Leader Training, Combat Mindset Training, Operational Planning, Sniper/Observer Operations, and numerous other related trainings. In his current role working for the FBI at HRT, he stays knowledgeable on the latest lessons learned, training methodologies and tactics used by top tier military and law enforcement units all over the world.
Mr. Tanner’s passion is to provide affordable, Tier One level training to law enforcement personnel using proven training methods in order that they can consistently apply legally acceptable tactics to each Department’s tactical mission set, ensuring they are safer, more successful and highly efficient.
